Texas Wildlife Parks police apprehended Kolb in Willacy County, Texas around 2:45 a.m. Saturday.
He was charged with boating while intoxicated, and was released after posting his $3,000 bond later that afternoon.
Kolb was released from the Buffalo Bills this past March.
Prior to that, Kolb was with the Eagles from 2007-2011, largely as a backup quarterback.
