Passengers can thank European Union deregulation for the cheap fares. For now, the budget carriers are based only in Britain. That means you must usually fly into or out of London. Nor are they long on service: borrowing from U.S. airlines like Southwest, the budget companies don’t feed you and often use secondary airports outside of town. But they have what some call the only three lures that count: price, price and price.
